Supporting Healthcare, Education and Government Estates with Low-Carbon Heating That Delivers on Its Promises

Public Sector Decarbonisation:
Commercial Heat Pump Solutions Built for Audit, Accountability and Compliance

Public sector decarbonisation is not a marketing exercise. It is a programme of work that carries real political, financial and operational risk. When a hospital trust, a local authority or a university commits to replacing fossil fuel heating with commercial air source heat pumps, the consequences of getting it wrong extend far beyond a cold building. Budgets are scrutinised. Ministers ask questions. The local press takes photographs.
At ICG Heat Pumps, we work specifically with estates managers, energy officers and M&E consultants who operate in this environment. We understand that your decisions require a robust evidence trail, not a glossy brochure. That is why every project we support comes with full technical documentation, performance guarantees and a named project manager who takes personal responsibility for the outcome.

Why ICG for Public Sector Projects

Specified for Major UK Public Sector Estates

From public sector decarbonisation to large-scale commercial retrofit, our low-carbon heating solutions are trusted by M&E contractors to deliver reliable performance. ICG systems have been successfully specified, installed, and commissioned at high-profile sites across the UK, including projects for Cambridge University, David Lloyd, Specsavers, BAM Construction, and Hackney Council.

Grant-Ready Documentation

Navigating the Public Sector Decarbonisation Scheme, the Social Housing Decarbonisation Fund or any BEIS-successor funding stream requires detailed, auditable paperwork. We provide system selection rationale, carbon saving calculations, projected running costs and compliance documentation formatted for submission. We do not leave you to reverse-engineer a business case from a product datasheet.

Long-Term Accountability

Public sector procurement demands a supplier who will still be answering the phone in year five. Our Intelligent Comfort Guarantee includes remote monitoring for the first 12 months, a 72-hour on-site response for the project's lifetime and commissioning within 10 working days. We are not a box-shifter; we are a technical partner accountable for the system's performance.

Risk Mitigation for the Specifier

If you are a building servicesconsultant specifying heat pumps for a public sector client, your professionalreputation is on the line. We provide full engineering support from conceptthrough to handover: system sizing, hydraulic schematics, CAD/BIM integrationand on-site commissioning. We make you look good because we do the workproperly.
Testimonials

Proven on Highly Regulated Estates

"Thanks for your help on Barkerend school Decarbonization upgrade. The service ICG have provided has been superb. Units delivered on the date agreed with no issues. The location for the ASHP delivery was extremely tight. The delivery driver was very helpful and polite. Look forward to working with ICG Heat Pumps on future projects."

Commercial heat pump technology

Engineering-grade heat pump systems

For public sector retrofit applications, we typically recommend R290 natural refrigerant systems from our Euroklimat and Midea ranges. These inverter-driven heat pumps deliver high flow temperatures up to 85°C, making them suitable for buildings with existing radiator networks that were designed for high-temperature boiler systems. For new-build projects with lower flow temperature requirements, our full product range offers solutions from 20kW to over 2,350kW.

case study

Whitley Bay High School

The Problem
Whitley Bay High School's 1963 building reached end-of-life by 2020. A new two-building campus was constructed in 2022. Building Regulations required significant energy and carbon reductions, necessitating a low-carbon heating solution. BAM Design selected a commercial heat pump system as the most effective approach.
The icg solution
BAM Design partnered with ICG Heat Pumps to specify three York AMICHI YMPA0160PE units (117 kW each, 351 kW total). Selected for efficiency, low noise, and low-GWP refrigerant R454B, the system operates at 50°C using underfloor heating and fresh-air coils, achieving SCOP 3.5 with substantial energy and carbon savings.
The result
The 351 kW heat pump system delivers low-carbon heating efficiently across both buildings at 50°C flow temperature with SCOP 3.5, providing energy savings and demonstrating effective heat pump deployment for modern educational facilities.
